Application to auto open on a particular date and time

We have the ability to close an application cycle on a particular date and time. This is very exciting.  Currently there isn't a way to automatically open it, therefore, if we are off, we still have to open the cycle.  I think this would be huge if we had the ability to set the open date and time just like the closing.  Does anyone else feel the same?

I think this makes total sense as something the system should be able to do. 
No idea if it would work, but it might be worth playing -- could you add an "Open Date" field to the Opportunity form and trigger a workflow (legacy or more likely automate, you'd have to dig a bit) to change Publish to Yes on that date?
